Olympia optometrist settles overbilling claims

The U.S. Department of Justice today finalized a $253,784 civil settlement with optometrist Craig F. Rouse, who operated eye clinics on military bases in Washington, Alaska, Texas and Florida.

The clinics primarily provided services to active duty and retired military personnel and their dependents, many of whom received health benefits from the Department of Defense TRICARE program.
The settlement resolves claims that between 2005 and 2008 the Olympia-based optometrist submitted false and/or inflated claims for reimbursement to TRICARE for vision services rendered to TRICARE beneficiaries. Rouse admitted no liability or wrongdoing.

In addition to the settlement agreement, Rouse and TRICARE have entered into a three-year Integrity Agreement, which aims to ensure Rouse's future compliance with TRICARE program rules and regulations.
