DOE manager Ken Zarker is also the policy chair for the National Pollution Prevention Roundtable, one of three partners issuing the report. The publication "Growing the Green Economy through Green Chemistry and Design for Environment" is a resource guide to assist states in developing a green chemistry and design for environment framework. Green chemistry is described as the science of evaluating new chemical products, processes and services for concerns such as toxicity, energy consumption, waste and pollution from the very first stages of development.
