Pacific ranked first statewide with per capita retail sales of $148,589. Fife came in at fifth with per capita sales of $50,634. Other South Sound cities among the top 10 were Gig Harbor (sixth, $44,353) and Chehalis (ninth, $36,604). Agency Director Judy Schurke proposed an average increase of 7.6 percent after earlier predicting it might be necessary to ask for an average increase of 15 to 20 percent. Email Editorial Sep. 21, 2009 at 10:40am Fight-back on L&I proposed ratesAdvocates for small businesses in Washington state quickly spoke in rebuttal to a proposed rate increase announced today by the Department of Labor & Industries. The $117 million tax hike is in addition to the 40 percent workers' comp tax increases employers and employees have already shouldered over the last five years. Many states around the country are experiencing rate decreases as a result of major reform efforts and competitive markets for insurance. Workers' comp rates in Oregon decreased by 5.5 percent, marking the 19th year in a row without a rate increase.
